Launch your own VPN service — apps, backend and payments included
We build exactly what you're missing: iOS and Android apps, a backend with payment control, VPN panel setup, a website and AI support. All under your brand.

How it fits together
Four layers. We build the ones you don't have and connect them to the ones you do.
Servers and VPN panel
Protocols, configs, keys. We set up the panel — basic, or tuned for restrictive networks.
Backend
Subscriptions, Apple and Google payment validation, key delivery, security.
Client apps
What your customer actually uses. Any mix of channels.
- iOS
- Android
- Telegram
- Website
Payments and your revenue
Customers pay in the app, in Telegram or on the website — the money is yours.
What you don't see going in
A bot with a payment button is a weekend project. What comes after is what the tutorials skip — we went through it on our own service.
App Store review
Rule 4.3: saturated category, and “similar to other apps in code, description or idea”. VPNs hit both. One of our apps was rejected over and over from January to May 2026 — almost six months.
The niche moves under your feet
In the summer and autumn of 2024 alone, around sixty VPN apps were pulled from the Russian App Store. The ways through review keep changing: what worked last month no longer does.
A company, a D-U-N-S number and an org account
Publishing as a business requires an organization account: a registered company and a D-U-N-S number. The alternative is buying a ready account and hoping the seller doesn't vanish with your money.
Configs that actually work
Off-the-shelf configs from public repos won't work in Russia — and if they do, most likely on Wi-Fi only. Mobile networks, routing and allow-lists are engineering work of their own.
Five layers below the surface
The client on the device, configs on the server, network and protocols, a backend with payments and an admin panel, and support. From the outside you only see the pay button.
Users churn silently
When it stops working in the evening, they don't write to support — they just cancel. Retention costs more than acquisition here.
What the service is made of
Take all of it or just the missing pieces — you decide the scope in the quiz below.
Backend and payment control
Subscriptions, Apple and Google purchase validation, key delivery, security.
Payments in Telegram
Selling subscriptions and delivering keys in a bot — a channel your audience already uses.
VPN panel setup
Panel, protocols and configs. Optionally tuned for restrictive networks.
Admin panel
Manage users, servers and plans.
AI support bot
Answers customers and closes routine tickets without you.

A live product, not a mockup
This is MeerGuard VPN — our own service on the same stack. Screenshots straight from the App Store.

Around 8 apps shipped to the stores
We walk through client cases on a call: those are other people's brands and revenue, and we won't publish them without permission. Our own product is fully open — download it and check.
How we work
Request and call
You send a request, we get on a call and go through the idea, the brand and the details.
Lock the scope
We agree what we build and what you already have. Quote and timeline in writing.
Development
We build the apps, backend, panel and website under your brand.
Publishing and handover
We publish to the stores and hand over the code, accounts and access.
The service runs
Payments, key delivery and support run automatically. You focus on marketing.
We have already built this
The site you're on right now is MeerGuard VPN, a working service on the same stack. It has 8,000+ users.
- Store review, configs for restrictive networks and payments are things we solved on this very product, not in theory.
- Payments, key delivery and support run automatically — you can see it on the live product.
- You can launch without a technical team of your own.
Running server costs sit with the service owner. For reference: our infrastructure costs roughly 35,000 ₽ per month.
What it can earn
Rough scenarios. Real numbers depend on your pricing, niche and retention.
Start
Paying subscribers: ≈ 300
Net profit
≈ 50,000 ₽/mo
Growth
Paying subscribers: ≈ 1,000
Net profit
≈ 250,000 ₽/mo
Scale
Paying subscribers: ≈ 3,000
Net profit
≈ 800,000 ₽/mo
In the “Growth” scenario the build pays for itself in roughly 2–4 months of operation.
Illustrative figures at an average price of ≈ 300 ₽/mo. Real results depend on pricing, retention, marketing and payment fees — we'll go through it on a call.
Frequently asked questions
How long does a launch take?
It depends on the scope. A client app with no backend takes weeks; a full service with backend, panel and website takes longer. Timelines are fixed in writing after we talk.
Why don't you show the apps you've built?
We've shipped around 8 apps to the stores, but those are other people's brands and revenue — we won't publish them without the owners' permission. We walk through specific cases on a call. Our own product is fully open: MeerGuard VPN is there to download and check.
Will the apps definitely pass review?
Getting VPN apps through review is a skill of its own, and we've done it repeatedly. What makes it work is correct packaging and handling appeals — that's part of the build.
Why pay for a developer account?
If you already have Apple Developer and Google Play Console, we publish under yours and there's no extra charge. If you don't, we register them and hand them over — that's a separate line in the estimate.
Who owns the service after handover?
You do. The apps, backend, website and accounts become your property.
Do I need a technical team?
No. The service is automated: payments, key delivery and support run themselves. You'd only need a team to develop the product further.
What are the running costs?
Mostly VPN servers. For reference: our infrastructure costs roughly 35,000 ₽ per month. Your exact figure depends on user count.
Is the quoted price final?
It's a ballpark based on our price list. The final number depends on the details — design, non-standard features and the state of your infrastructure. We confirm the quote after discussing it.
